Actually, that's what Ontario's latest smog test amounts to - a fine if your Check Engine light is on. It's not what they do - the test calls for an evaluation device to be plugged into the OBDII connector, on vehicles so equipped, and they read the condition of the pollution controls from that - but if your Check Engine light is on, they will not do the test until you've had the vehicle fixed enough to turn off the Check Engine light. Such repairs may or may not be cheap.

Our Westy, of course, is old enough that it still needs the tail-pipe sniffer - if it were an '88, it would be exempt.
