Linda,

I have an air-cool vanagon 1983 Californian model.
In addition to Pat list I will add the following:
The CA smog guys will visually inspect your engine , be sure that no
hose are deteriorate or look bad.
Also be sure about your timing. it has to be right or you will have to
pass it again.
Use higher octane.
Eventually,  if you catalytic converter is old, change it ($120) that
will help getting a clean air out of your exhaust.
It  may be also a good idea to change you o2 sensor ($20 of part)
