Believe it or not , those pedal switches are probably bad even though they test out fine. You could always for test purposes bypass the vacuum side if the switch and see if it works. My cruise kicked my rear , until I replaced the pedal switches and then it came alive. It is rarely the pump or ECU , usually has do of with a vacuum leak.
