You need to look at the actual Axle weight ratings as it is common for one
axle to have a higher capacity rating. For the Vanagon 2WD that is 2,866
pounds for the rear axle.
Wheels are also designed for a maximum tire diameter and tire inflation
pressure.
Also these wheels are usually hub centric applications. Not only do the lugs
hold them in place but the wheels are also centered on the hub. That fit is
tight enough for a little bit of corrosion to hold that wheel in place even
with the lugs removed. From the factory even the Syncro front alloy wheels
are hub-centric.
And finally the factory alloys are designed and even stamped for the "LT"
application.
So Passat, max 25" wheel that will never see >44 psi.
Vanagon who knows how big one will try or use a truck type tire inflated to
60psi or more and take away the hub centric support. And don't forget the
wheel spacers.
Yes its been done successfully by many even on the Syncros.

Hmm.
Curb weight of 1990 2WD Vanagon: 3460 lbs.
Curb weight of 2013 Passat: 3393 lbs. (the wagon, on the same wheels, is
3455 lbs.)
(Both according to Edmunds)
Now, the load capacity of the Vanagon is 2000 lbs, while that of the Passat
is 1230 lbs, so there is a difference, but not that great. A difference
of, at GVWR, only 15%.
