When it comes to blinding others not only is this a problem for oncoming traffic but give though to the cars you are following. If you notice your lights lighting up the interior of the car in front of you or you can see your lights in there rear view or side mirrors it is possible you are causing a problem. Simply putting brighter bulbs in bad lamp assemblies isn't doing much good for anyone.
As for most of those xenon bulb kits they are xenon low beam with a halogen lamp for the high beam. ???
For the LED kits I have seen for the 9004 bulbs the better ones are two LEDs. For the low beam the top LED gets lighted which in theory I guess replicates the normal low beam filament with that little shield under it to cause the light to shine up into the reflector bouncing it back down in the lens to provide that dipped or low beam. Then for the high beam both the top and bottom LEDs are lighted to give that flood effect. I've installed a few varieties. Not impressed yet to do mine. I hope that kit I just ordered is something better.

Please if you install brighter headlights, at least take care to be certain
you are NOT blinding other drivers. Driving mostly rural unlighted two
lane highways, I encounter a couple of over-brightly lit vehicles on each outing...nasty rude and dangerous....leaves your eyes dazzled after you
pass these dorks. It's difficult to tell, from behind the wheel, just how
bright your headlights may be to approaching traffic...Be aware...Don't just count on others "flashing" you to tell you you are blinding them....
