I agree that's how they should be normally used, but I didn't wire mine
that way so that I could use my fog lights as filler light in bad road
situations with high beams going as well. In fact I would guess that I have
used high beams/fogs in the woods way more often than I have used just the
fogs and lows in the fog. But to your point, yes, the reflection from high
beams in the fog gets in the way of being able to see as all you can see is
the fog.
