Fag lights are usually wired so they only work with the low beams. Using both defeats the purpose of the high beams a bit. As your eyes adjust to the closer light the further light is not as useful. It's like when the dash lights are super bright and your eyes adjust to that. Driving at low speeds do you really benefit from seeing that far down the road anyway. Especially if there is traffic in front of you.

Clear fog lights are a good supplement to both low and high beams. Where I live there are no street lights or ambient city light so I use my brights whenever possible and usually have the fogs (Hella 500s) on too. We're talking 2 lane roads, 35-50mph speed limit and frequent deer, bicyclists, and pedestrians when I'm driving to/from work. Bicyclists and pedestrians usually have strobe lights but the deer never do.
