The most likely problem is the contact ring on the bottom side of the steering wheel. This, of course, is the hardest part to check. If you wish, you can check everything else first. With the ignition switch in the "run" position, there should be battery voltage at one of the horn wires under the front of the van. Enough current to light a incandescent type test light. The other wire at the horn should provide a solid ground when the horn "button" is pushed. Good enough to light the above test lite. If the above check out, you can dismount the horn and test it directly on the battery. Have fun, Larry A.
