I've also wondered if an ICV from another VW could be used.

If I recall, the electrical connector for this part on the Vanagon had 3 terminal positions; some have 3 wires to the connector, some have 2, but model years '86 and '88, '89 in Bentley, show two wires to this part. A few online Digifant and Digifant 2 diagrams show 2 wires to this part with one showing a (+ I think) wire going from the ICV to the fuse box.

As long as one had access to correct wiring diagrams, and optimally a donor vehicle to test the OEM wiring, I'd guess that correctly wiring polarity to a substitute ISV would be easy. The pin numbers should be labelled on the part itself or for sure on the connector. How the(voltage?) to this part is controlled is a whole 'nother thing. The Vanagon Digifant uses a separate computer along with inputs to control duty cycle of this part. Digifant 2, appears to have that "computer" built into the ECU. I guess it may just boil down to specs of each ISV.

As a side bar, someone(s) on this list was working on an arduino solution to the idle control computer. I know I met this person, just can't recall his name right now.
