The CA 1990 models that I was referring to in my earlier post, actually have the VIN ID as a ’90, even though they were part of the ’91 model production.  VW put ’90 model year VINs on them so they could get around the new regulations in CA for ’91 model year vehicles.

@Jeff... yes... I have a 1988 tintop according to the vin and sticker... but sold and registered at DMV as 1987
