There is no way for the vanagon fuel system to "know" when or if the system is pressurized. The fuel pump is controlled by the relay whichis controled by the ECU. Normally the ECU runs the pump for a couple of seconds and shuts it off unless the starter is operating or the engine is running. It may or may not be up to pressure, the ECU has no idea.
