Can you push the stalk forward a bit and *then* pull back and turn off the high beams? When you pull the stalk, is there an actual "click"? No? If that's the case, you for sure need to tighten some screws on the turn signal switch. Turn signal switch has three screws on top of it. One of those screws is loose. Tighten it until the high beams can be turned off. If you take the steering column cover off and play with the switch, it should be obvious what I'm talking about.
