Did you check the throttle cable for free easy movement, and a little free-play just ahead of the throttle body ?? or try to pull it back ? could be badly frayed throttle cable. I have a very nice 'full lube' procedure for vanagon throttle cables.. many of them are draggy and/or worn. they at least need a real nice lube job once in a while.. even to the point of pulling the forward half of the cable out of the white tube, blowing that white tube out with compressed air, then feeding the cable back in while adding high quality lube . Same goes for the black aft portion of the throttle cable too. Needs attention now and then. heck..did you check at the gas pedal in front ..like hanging up on a rug or whatever ?
