The 1.9L vans and the later without AC do not have that big additional relay above the fuse panel. They use a 2 speed fan motor instead of the monster motor with the resistor for the lower speeds. The high speed relay is with the fuse rack.

When you jumper high speed on the temp switch wiring you should hear a relay clicking behind the dash near the driver side headlight area. If you don't hear the relay then the motor isn't going to be getting power from the relay.
