The only way the panel gauges can go to full 
scale is by being grounded with something less 
than thirty five ohms (which brings the temp 
gauge to the beginning of the overheat zone and 
the fuel gauge to somewhere near full.  I haven't 
got Bentley with me at the instant to see if the 
sender wires are adjacent, but something is 
shorting them down.  If the panel regulator is 
putting full voltage to them they'll read higher 
than normal, but I doubt that the temp gauge 
would even budge with a cold engine, it normally 
takes about 60C to get it to the beginning of the transition zone.
