Of course. There's nothing magic about the flexible circuit, it's just wires with a few components (an LED and a resistor in this case) stapled into them. Don't have Bentley with me right now but the circuit goes from outside the resistor, then the LED, then panel ground (or it's conceivable that it goes from panel supply to the resistor, then the LED, then outside). Use your meter and find out where it's losing continuity (the LED itself won't show continuity but depending on your meter will respond to a diode test in the right direction, and the resistor will be to high to show continuity but will measure probably 470 ohms on a resistance scale.

Use your bad flex circuit to practice cutting and peeling up the thinner of the two plastic sheets covering the circuit, then scraping the copper foil bright and gently soldering to it. Max 25 watt iron (15 watt might be preferable), use 22-26 ga stranded wire for a nice flexible jumper that won't stress the joint.
