Just so happens that I did the tighten first trick today to a socket head bolt hasn't been moved in 28 years, no doubt -- SUCCESS. Admittedly, had used some Liquid Wrench; but had not yet resorted to Tabasco.

ALSO, if you are using a socket wrench with extension (which necessarily moves the plane in which you are pulling your wrench OUT OF ALIGNMENT with the plane of the head of your bolt) find a way to counter-push on your wrench so that the resulting force on the head of your bolt is pure torque (not a combination of torque and shear).
