If the emergency flashers work then the flasher relay is good. It probably has 21 painted on it and is in bottom right position of the relay panel. If the four-ways work vigorously exercising the four-way switch a few dozen times may bring the contacts back to life. If the four-ways don't work pull and replace the flasher to make sure it's making good contact, and try another flasher.
