just like adjusting a bicyle brake cable .. adjustment is by movement of the outer cable housing , in this case at the upper end where the levers are. it is VERY common for the temperature lever cable to be 'sprung' ... due to a dumb and cheap design. when you increase temperature you are pulling the inner cable out of the outer housing, opening the heater valve. when you are reducing the temp, you are pushing the cable back into the housing. The geometry of the design is a bit dumb ...no, it's very dumb and cheap. there is about 1 1/4 inches of unsupported inner cable when temp is on full hot .. no one ever, ever lubes this cable of course.. so one day ..rather than slide back into the cable housing ...it just kinks in a arc. from then on you can't get full heater valve control, you can have plenty of 'on' but you'll never get full off. this inspection, lubrication and adjustment needs to be done to every watercooled vanagon there is, if it hasn't been done 1 to 5 times already. lol.. If it moves, lube it. If it's stationary, protect if from corrosion. Often both.
