Granted this is from 2011, parts design can change, but on the samba forum, found this comment:

"Speaking to a VW mechanic yesterday, he mentioned that he has seen a lot of similar problems with aftermarket brake shoes being out of spec - the metal plate is too long, so which causes the shoes to drag no matter how loose the adjuster is set, and to solve this problem it is usually necessary to grind off some of the metal at one or both ends of the plate."

NOT saying this is the issue but I will measure my new shoes at points where they fit into slots at wheel cylinder pistons and lower pins, against 2 older used sets of shoes. Both sets of used shoes appear to be from different makers.
