Not likely to be the wiper motor in my experience . ( altho I do have one out of an 85 I'd sell )

I don't think you have to remove the whole dash to replace the wiper motor and linkages .. not certain ...but I did remove that part from said 85 without removing the dash or breaking things.

Grounds .. control unit .. switch ...

in that order.
