The adjusters do not turn the wheel with every brake application, only when needed. With new drums and shoes that fit properly you may only need 1 or 2 clicks to set them. They should be right there. It is not a good practice to operate the brakes hydraulically with the drums removed. Too easy to over-extend the cylinders especially if they have some use on them. Having the pistons travel to an oxidized or unused part of the cylinder will make for a future leaker.

The shorter story is, I wasn't certain the adjusters were working. The driver side adjuster wheel teeth were quite worn. I recalled that I had a spare set of old brake hardware. The wheel from that was in slightly better condition. I installed that, cut out a viewing window on an old brake drum, made a video of the adjuster working. Albeit slowly. Of note the older drum had some wear which allowed the adjuster to work. I could not hear the adjuster work with new drum and shoes even with the adjuster backed way off.

I have new adjusters on order and will post images of differences between the worst worn adjuster wheel and new wheel.

I'm not saying the worst worn wheel wasn't working. I was just curious to see it in action and to be certain the system actually worked in light if the fact that I could not hear it working with the new drum installed.
