What year Vanagon?

swapping relays won't do much. i.e. a faulty fuel pump relay swapped to ECU
position will cause ECU to be dead which will cause fuel pump not to prime.

Swap in a spare ignition switch.

If you turn key to prime pump, turn it back, then quickly turn it to
prime pump again,
this in itself may cause pump not to prime. Wait 10 seconds at least
between priming
attempts.
