Do you have a big resistor mounted behind the driver's side headlite? If so, unplug it and check it with an ohmmeter. If one of the three wires does not conduct to the others, you have found a problem. For late model vans with AC, the circuitry to control the various fans speeds is very 'interesting". Larry A.
