Exactly ! Here in my shop any time any work is done that has any relationship to the cooling system I do this test: Let the engine run at idle for 15 minutes to 1/2 hour and the rad fan should come on and off on the LOW speed repeatedly. If it does not, then that needs to be fixed, rad fan sensor switch, ballast resistor, water pump, radiator, coolant leak or whatever, BUT that rad fan MUST come on and off at idle after the temperature of the engine rises to past normal operating temperatures.
