Neil, what engine!
On a 2.1 WBX the only hose that should come from the top of that expansion
tank is from the pressure cap to the overflow tank. As the engine cools,
the coolant will shrink and suck coolant from the overflow tank back into
the expansion tank. That's the way it is supposed to work, and as IRC so it
does on the 1.9L WBX. If other, something is plumbed wrong. I can't speak
to other engines, but I suspect they wotk similarly.
