On the manual steering rack, the collar on large inner tie rod end nut gets peened into the slot on rack end when installing tie rod. My guess is that the PS and manual rack share the same tie rod assemblies. I can't recall exactly what I did to unlock that nut, but it probably involved some time consuming method since rack was mounted. Unmounted, I'd guess that one could move that metal out of the slot with careful use of a narrow cold chisel or the like and ball peen hammer. In fact this is probably what I did.

I shaped a somewhat square end to cold chisel then used that to peen the collar into the slot. That collar metal is not hard and is fairly thin.

Be sure to support the rack in vice as shown in Bentley when removing, installing inner tie rod end; you don't want to twist the rack.
