That voltage is a tad low bit indicates you don't have a short. Check the
outer jacket for continuity to ground. Regardless this won't explain the no
start. Usually it will start with AFM completely disconnected. Skip the AFM
part and diagnose as a no start from scratch.
Compression, spark, fuel.

O2 Green wire to braided wire with ignition on is .44 VDC is this correct ?
