Yes,the ECU switches on a ground for the fuel pump relay whenever it thinks
the pump should run.
The ECU also switches on a ground for the ignition coil whenever it thinks
it is time for a spark.
The ECU won't do these things if it isn't powered up.
Check the red wires I mentioned previously. This red wire path brings main
battery power to the ECU. I have fixed it or helped fix it on many
83,84,85,86,87,88,89,90,91 Vanagons.
Other things could be the cause, such as the ECU, but check the power path.
