Yes. When bench testing that type of starter, The unsupported end needs to be supported. Got a spare clutch housing?

Did you see a spark when connecting positive lead during bench test? If not, ground path ok? Regardless I wouldn't test the stater with that end of armature unsupported.

Just my .02 as a starter motor apprentice. ;)
