The AC system has not been run for at least 15 years - the ten years it sat in a garage and the 5 years I have had it. Will the high speed fan come on if I DO THE FOLLOWING:

(System empty or low on refrigerant)) Ignition ON ( but not start) AC blower fan set to low AC CONTROL set to cool

Will the fan turn on? It does on my 88'

Or do I have to raise system pressure to get the system to turn on? I know when it gets sufficiently low it shuts itself off and will not run.
