Even now a lot are made that way. In most German small towns, the streets were made for wagons and the parking is half on the road in front of residences. It leaves a tight one lane down the middle at night. Most of these smaller towns don't have street lights either, so the left side parking lights act as guides for the open lane.

It’s not a hidden feature, any more than turn signals or daytime running lights … it is just outside the normal North American experience. If you lived in Europe at the time these vehicles were manufactured, it was an expected behaviour.
