That portable thing is for blowing cooler drier air in your face to give you the sensation of being cooler, not for actual cooling of a room.

Even smallish car dash AC units are well over 10,000 BTUs, so don't expect much cooling in a moving Vanagon with a unit not even 1/10 that cooling capacity.
