An ignition switch with a bad "X" contact will also cause other problems such as heater fans and other accessories not working. Pulling the high beam switch bypasses the ignition switch to blink the high beams. This is another test. 

The headlight grounds share a common terminal at the ground star above the fuse box. It is common for this connection to overheat, corrode and fail. An improvement would be to also ground the headlights to the body near where they are mounted. Ring terminals under the bucket mounting screws work well.

how old is your ignition switch...?  a bad one can cause headlight wonkiness
