Is fuse #12 blown, in the main dash fuse/relay panel?

Since you say that the evap fans don't even turn on it seems the problem is in the dash end of the A/C system, very near to the power feed from fuse #12. Speeds 1 and 2 of the evap fan should work with key on and the temp knob turned on at all. The temp knob would have to then be turned colder before it would signal the rear A/C relay to enable the compressor clutch.

So, is the dash AC on/off switch getting power at all, from fuse #12?
