Lots of folks replaced the 6v system on earlier bugs and busses with 12v. Unless you bought the beetle new, before 1967, I would assume it had been converted.
1967 is when 12v was introduced in the N.A. markets - there were still 6v Type-I and Type-2 vehicles available that year - though, likely not in the U.S.A. 1968 was the first year where only 12v models were available.
