Dan, thanks for the lengthy explanation.

My comment that a C rated tire would be inappropriate referred to the 53 psi recommendation that VW provided for my 1991 Volkswagen Vanagon GL Campmobile (full VW name for the vehicle provided because some list members insist on it -- Oh, Scott, it is the silver-tan color). A 50 psi maximum pressure tire would not be ok at 53 or higher psi.

Though I am not privy to all the machinations and experiences that VW engineers have gone through as they make their determinations and change them for later models, I assume the increase in pressure recommendation is due to hard data, since they are engineers.
