My comment was based on information from Washington DOT concerning winter tires. Reading the TireRack page, it seems it would not be worth it, unless you have been driving in a state that allows studs, but are moving to one which does not. TireRack does not comment on restudding the tires, but they have already been "wounded" in a sense, so probably not practical.
