There should be a filament lit up in all 4 when the high beams are on. But keep in mind, the outer bulbs are supposed to be DUAL FILAMENT. There is a low filament and a high filament in each outer bulb. They can burn out separately and they have separate wires feeding the 2 filaments in them and those can also burn out separately. So when you switch from low to high the live wires to the outer bulbs switch to make the outer bulb light the high filament instead of the low filament.
