If removing the controller stops the light staying on, you still have a gauge problem but only the matter of the light blinking vs steady.

You now have to distinguish between the controller output being shorted, or the controller triggering because it believes you have low coolant. Put the controller back in and observe closely while turning ignition to ON. If light comes on for 2-3 seconds, goes off, then a few seconds later comes on again and stays, the controller is triggering and you have to find the open circuit somewhere between controller and ground by way of the sender connector and sender pins. If they're out of the coolant, then the light *should* be on. Dirty pins, distilled water instead of 50:50 coolant mix, bad ground -- the usual reason is bad contact between sender plug and sender.

OTOH if the light comes on and stays on, the controller output is shorted and you need a new controller.
