​I had this exact problem about 2 years ago. Bela (of Van Nuys, CA) told me it was some kind of plastic vent pipe or tube that was no longer available. (Sorry - I don't personally work on my Vanagon, and don't remember exactly what he said.) However, he kept numerous Vanagon spare parts in his garage, so he took one and installed it in my 90 Westy. Since then, I have been able add gas in a normal manner, with the flow of gas stopping when the tank was filled. Sometimes, though, I do have to fidget a lot to get the pump nozzle in a position when I can stop holding it, but that has also happened with my car, and not at all gas stations.
