My 1991 Volkswagen Vanagon GL Campmobile exhibits this symptom, but only if I turn the wheels to full stop with some pressure. I mentioned it to my mechanic, and he told me that, "Sure, it is a Vanagon. They do that." The power steering system has the proper ATF fill. This has continued from the time I got the camper 8 years ago, and after I replaced the leaking steering rack (started leaking after I'd had it three years). Must not be a big problem.
