I've been able to find hotspots that work when parked outside. I use my phone to find them while driving around even the smallest towns. Libraries, community centers, lodge halls, coffee shops, taverns, restaurants hospitals, government buildings, etc., often have open Wi-Fi for the public strong enough to penetrate outside several yards. Many times when you see a "free Wi-Fi" sign it's open and useable from outside.
