No, you can see them on Bentley 80.14 labeled forced air flap. The snap in and hang inside the heater box at the location directly beneath where the figure points to "Flap housing, lower part" and when they close they shut off the large rectangular opening that is immediately below that. These openings (one on each side of where the blower sits) allow ram air to pass from the air inlet in the upper flap housing into and through the heater core without having to pass through the blower when it is not running.

When the blower runs fast enough to be stronger than the ram air, it blows air backwards through those big openings back into its own input. What is supposed to happen at that point is the hanging flaps are blown shut against the far side of that rectangular opening. This forces the blower air to pass through the heater core instead of recirculating to its own input.
