The first issue is caused by the old-style coolant level controller triggering (or of course by the engine overheating or the temp sender line shorting to ground). Triggering caused by coolant below mid-level in the pressure bottle or open circuit anywhere in the level sender line to the controller, usually at the level sender plug.

Current issue, startup blink says gauge is getting power. Trouble is open circuit in the gauge sender or the line from sender to the gauge. Since you have the old controller, pull the plug off the level sender. If the gauge pegs and blinks then the problem is *not* at the panel connector but farther back, likely at sender connector. If no peg/blink then fold the panel connector open and very carefully tweak the spring contacts to have a bit more spring in them. If no cure and gauge mounting nuts are snug you'll have to track it with a meter.
