If this is a rectangular Marshall Brass regulator like the ones originally installed on the tank I expect it's a thousand years old and is leaking at a corner of the diaphragm. They abandoned the rectangular shape for a round one during the nineties I think. The round ones are a bit longer, you have to massage the tubes running inside. I forget the Marshall number of the replacement but list archives will have it.
