I’m not surprised. I’d venture to guess 75% of the Propane filling stations have no proper knowledge on how to fill & purge these tanks. I said this before and I’ll say it again. The filling is to go on until Propane is escaping from the bleeder valve, then STOP the filling and close the bleeder valve, this purges the tank and fills the tank to the 80% level which is very important !
