Laura, I have tie rods and boots for the Vanagon.

The tie rods and boots don't care if your rack is manual or power.  How you
can tell is if you have a power steering reservoir in the engine bay.  Look
to the right after you open the license plate door with a flash light.  So
you see a reservoir there with a red cap?  You have power steering (most
vans after 84).  Unless you have an early Vanagon 80-84, or a European
import later one (grey market), you will most likely have power steering.
Air Cooled definitely non-power, US diesel non-power.  Some 83-84 1.9l
waterboxers non-power (rare).  Everything after that should be power
steering.
