If your rack isn't leaking, then there is no problem to replace these parts without replacing the entire rack. Replacing Tie Rods and boots is relatively easy. Replacing the rack is a whole order of magnitude more difficult. Goes from a one hour job to a 4-5 hour job. It is really up to you.
