The reason the brake shoes need to have the adjusters backed off is due to the rust or wear ridge that will often form on the inside edge of the drum. To loosen you will want to push the wheel up from the backing plate side. The screw should turn easy unless it is rusted up. If the adjusters are working you will hear clicking sounds as you force the teeth past the adjuster lever in the wrong direction. This adjustment will loosen the shoes and if set correctly the parking brake cable will have no pressure on the shoes when the lever is down. Replacing the front cable assembly will require dropping the fuel tank slightly to get that guide block out of its holder. That is if you can find a replacement cable. They are getting scarce. In a inch I have welded a section of threaded rod to get the cable usable until it can be replaced.
